It depends. If you count all the times she provided the voice of the Enterprise computer, then it would be Majel Barrett. She only appeared six times in TNG as Lwaxana, but the computer voice was in pretty much every episode. If you don't count the computer, then I think it would be Michelle Forbes, who appeared nine times - eight as Ro and once and once as a woman named Dara.

if you go by production numbers (thus counting 2 hour episodes as 2 different episodes) then john delancie racks up 10 as q.

diana muldaur was never added to the main cast credits, but i think she appeared in all 22 episodes of season two.
